Son of Shri Chhanga Ram; born at Bharmour, Distt. Chamba on September 16, 1944; Matric; married; two sons and two daughters; Agriculturist/Horticulturist and Govt. Servant.
While in Service took active part in union activities; worked for the upliftment of the Scheduled Tribes; organized Mani Mahesh Yuvak Mandal, Bharmour; remained President, Bhartiya Janata Party, Chamba, 1993-97.
Elected to the State Legislative Assembly in 1990 and 1998 on BJP ticket.
Remained Chairman, Committee on Scheduled Castes & Scheduled Tribes, 1999-2000; Committee on Scheduled Castes & Scheduled Tribes, Backward Classes and Women Welfare, 2000-2001; and Welfare Committee, 2001-2002. Also remained Members of various other House Committees.
Elected to the Legislative Assembly for a third term in December, 2007; unanimously elected to the office of Speaker on January 11, 2008.

- Conferences/Seminars Attended : 54th CPA Conference at Kualalumpur , Malaysia. 55th CPA Conference at Arusha, Tanzania. 56th CPA Conference at Nairobia, Kenya and 57th CPA Conference at London, U.K. Study Tour to National Assembly, Port Louis, Mauritius from 21st to 25th June 2009. 73rd all India Presiding Officer’s Conference held at Chandigarh. 74th all India Presiding Officer’s Conference held at Bhopal and 76th all India Presiding Officer’s Conference held at Jaipur.
