Son of Late Shri Salig Ram Lakhanpal; born on 27th October, 1962 at Shimla; Graduate; married to Smt. Usha Devi Lakhanpal; one son and one daughter; Social Worker.
Councilor, Municipal Corporation, Shimla 1997-2002 (elected) & 2002-2007 (nominated); and Chief Organizer, Pradesh Congress Seva Dal, 2008-2013.
Elected to the State Legislative Assembly in 2012; re-elected in December, 2017; Member, Public Undertakings, Subordinate Legislation & Privileges Committees, January, 2013 to May, 2013; Court Member, Executive Committee, HPU, 2013-2015; Chief Parliamentary Secretary, 13th May, 2013 to 21st December, 2017; and Member, Public Administration and General Development Committees, 2018-2022.

Other information: During Covid-19 pandemic free grocery and essentials supplies were distributed by using their own savings. I also coordinated donations of medical equipment to local hospitals free transportation was arranged to critically ill patients in my cars, ensuring they receive timely medical care. I personally visited elderly and vulnerable residents, ensuring they have access to food, medicine, and emotional support. I purchased large quantities of sanitizers and masks and distributed these essential items to vulnerable residents, healthcare workers, and essential service providers across the city from my personal account. I personally delivered sanitizer and masks to elderly residents and families in need, ensuring everyone has access to essential protective gear. Apart from this me and my son Rahul Lakhanpal collectively arranged dignified cremation of those who succumbed to Covid-19. Despite facing logistical challenges and personal risks, and I continued my efforts drive by a deep sense of duty and empathy.
