Son of Late Shri Gyan Singh Negi (former Member, Himachal Pradesh Vidhan Sabha); born on 2nd February, 1957 at Kalpa, Distt. Kinnaur; B.A., L.L.B., educated at DAV College, Chandigarh and Punjab University, Chandigarh; married to Smt. Susheela Negi on 1st July, 1982; one son and one daughter; Advocate and Horticulturist.

Founder President, Distt. Apple and Vegetable Growers Association, Kinnaur, 1980-1995; President: Distt. Bar Association, Kinnaur, 1980-1995, ii) Distt. Youth Congress Committee, Kinnaur, 1980-95, and iii) Distt. Congress Committee, 1996-2011; Vice -President & President, Foot Ball Association, Himachal Pradesh, 1996 & 2005-2009 respectively; Chairman, Panchayat Smiti, Pooh, 1987-1992; and Vice Chairman, HP State Scheduled Castes & Scheduled Tribes Development Corporation, 1996-97.

Elected to the State Legislative Assembly on 27th  May, 1995 (by-election) ; re-elected in June, 2003, 2012 and December, 2017; Parliamentary Secretary, 18th  April, 2005 -18th  August, 2005; Chairman, Subordinate Legislation Committee,   January, 2013 - March, 2013; Deputy Speaker, Himachal Pradesh Vidhan Sabha, 12th March, 2013 - 21st December, 2017; Member, Estimates and General Development Committees, 2018-2022; and Chief Whip, Congress Legislature Party, April 2022 - December 2022.

Elected to the State Legislative Assembly (5th term) in December, 2022; and inducted into Council of Minister as Revenue Minister along with portfolios of Horticulture & Tribal Development  on 8th January, 2023.

Favorite Pastime: Trekking and Reading.

Sports: An Active sportsman during college days; represented: (i) Haryana  in the National Junior Hockey Championship in Madras, 1977; (ii) DAV College, Chandigarh which was the winner of Punjab University Inter-College Hockey Championship, 1977-78.
